Doreen Abiero is an Advocate of the High Court of Kenya, AI governance and digital policy expert, and environmental lawyer working at the intersection of technology, law, sustainability, and public policy across Africa. Her expertise spans artificial intelligence, data governance, digital sovereignty, digital public infrastructure, digital rights, environmental governance, and sustainable digital transformation, with a focus on developing inclusive, rights-based, and Africa-centred governance frameworks for emerging technologies. Doreen has contributed to landmark continental AI initiatives, including supporting the drafting of the Africa Declaration on Artificial Intelligence and technical working group engagements on the African AI Council. She has designed AI governance curricula and led AI literacy and institutional capacity-building programmes for senior policymakers across multiple African countries, strengthening public sector readiness for the responsible adoption of AI. She has also facilitated multi-stakeholder consultations to develop practical AI governance frameworks tailored to African contexts. Through research, policy development, advocacy, and stakeholder engagement, Doreen advances governance approaches that strengthen public institutions, protect human rights, promote digital inclusion, and support sustainable development.
